Recycled Water Strategy

"Drought is often viewed as a threat, but it can also be an opportunity to rethink the way water is supplied to our cities.

Recycling in all its forms needs to be considered as a valuable additional water resource option for our cities. Evaluating options requires a full and transparent process to ensure our community’s interests are best served".

Cr Daphne McDonald - Chair Water Sustainability CommitteeWelcome to the second edition of the Gold Coast Waterfuture Recycled Water Strategy eNewsletter.

The continuing drought is highlighting the importance of recycled water in our future planning so that we maximise the benefits from this important resource and better conserve our drinking water supply.

The Recycled Water Strategy Advisory Committee is now well advanced in the process of developing a strategy for recycled water opportunities, storage and release for the Gold Coast. This work is an integral part of the Gold Coast Waterfuture Strategy.

You are warmly invited to participate in this process and to help the Advisory Committee to access community perspectives about recycled water. Please feel free to visit the project’s website to learn how you can get involved.

Project background

Saving water in handsThe Gold Coast Waterfuture Recycled Water Strategy is a long-term plan that will identify ways to use and manage recycled water over the next 50 years. The Strategy will complement the city’s long-term bulk water supply strategy, the Gold Coast Waterfuture (GCWF) Strategy, and identify ways we can further conserve our drinking water supplies by using recycled water as an alternative water source for a range of suitable purposes.

The Recycled Water Strategy Advisory Committee

A community based Advisory Committee consisting of representatives from community groups, industry and Council, is developing the Recycled Water Strategy in partnership with Council and the Gold Coast community. Understanding the opportunities

The committee is developing a thorough understanding about all the opportunities available for the use of recycled water on the Gold Coast. There are many new ideas emerging about how recycled water can be used and stored. Nineteen opportunities are being considered to reduce the use of drinking water for non-drinking purposes and to reduce the amount of excess recycled water released to the oceans and rivers.

Storage and release

The strategy development process includes a review of opportunities to increase the storage of recycled water during low demand so that it can be used at a later time. Opportunities are also being reviewed to increase the number of locations and infrastructure to support the release of excess recycled water to the ocean and waterways as our population grows and more wastewater is generated and processed.

Evaluating the options

The Multi Criteria Assessment evaluation methodology is being used by the Advisory Committee to develop and agree on a draft strategy.

This proven methodology is an objective, structured and transparent framework that supports informed decision-making. Complex considerations within the planning process include the levels of treatment required for different uses; technical issues; environmental sustainability including potential increases in greenhouse gas emissions; and social and economic impacts. Water Supply Replenishment

The Committee has sought scientific, technical and operational information from experts to help give them a thorough knowledge of the complex issues involved in water supply replenishment.

A special presentation on Water Supply Replenishment was held on 15 March and attended by more than 60 people from the Advisory Committee and general public. Water Supply Replenishment (WSR) is just one of the recycled water opportunities being reviewed by the committee. It is the process that adds purified recycled water to an existing water supply, such as a dam or weir. This purified recycled water then mixes with the existing raw dam water and eventually continues through the drinking (potable) water treatment processes to become part of the drinking water supply.

What the strategy will look like

The Recycled Water Strategy will propose the timing and staging of greater recycled water use, storage and release for the Gold Coast. The strategy will be based on projected population growth, anticipated increases in the demand for water and related quantity of wastewater produced. Read more »

Timeframe

In mid 2007 the Advisory Committee’s draft strategy will be presented to Council, before being presented to the community for comprehensive review and feedback.

Once this consultation process is completed, the feedback from the community will be incorporated in a final report to Council in the first half of 2008.

Presentations are being made about the Recycled Water Strategy’s development to community groups throughout the Gold Coast. Feedback from attendees indicates that the use of recycled water is viewed as a priority for our future. You are welcome to request a presentation for your group. Read more »
